I suggest a maximum number of four or even six Rune stones on your Mining area at level 99. Your way efficiently defeats the difficulty of mining Rune entirely, if you're rich enough. Rune ore costs would sink drastically, even considering how few individuals have 99 Structure and 85 Mining. 2 allotment patches can be constructed in this area and only one. What exactly does that mean? One or two? Two allotment patches appear a little much for Structure 10, I have to say.
I will raise the purchase price of the quarries and rooms if any additional complaints about that, aren't they supposed to spend near 6m on Construction ALONE without all this? Also very few people possess 85 mining and 99 structure. 214 individuals have 99 Construction.
The majority of the ones I appeared have 85 mining. So I will say roughly about 95 percent of these have 85+ mining that means 182 of these 214 possess 85+ mining, and with the triple span respawn I doubt it's likely to become overabused, also thanks for reminding me to add that you could just have 1 OF EACH TYPE OF SKILL ROOM. (Only 1 mining, and one farming).
I think you misunderstand. For somebody with 99 Structure (which costs a whole lot more than 6 million, even with the cheapest way ever done - standard wooden chairs), the quarry would have to cost 20M+ to dissuade them from making insane profits off rune ores. Along with the respawn time is totally insignificant, because most players may and do mine rune ore whilst world shifting.
And you implied that you could have two allotment spots per level 10 Building room, if that's what you mean. I was never implying that you could have more than one living space. Since Farming is mainly trained in low levels by allotment patches, it might be making it far too fast to include two additional patches at a mere level 10. Perhaps one patch, and two allotment patches at level 20-25? But overall, nice idea.
